This is a request by Lucido & Associates on behalf of Atlantic Fields Club, LLC for final site plan approval for Phase 2C, Tract R4 within the Discovery PUD. This final site plan includes the construction of the Organic Farm Tract amenities and related infrastructure. Phase 2C is approximately 8.15-acres and located west of SE Discovery Drive approximately 0.5 miles north of SE Bridge Road in Hobe Sound. Included is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:
The Discovery PUD, including Master and Phasing Plan, was approved September 13, 2022. The Discovery PUD is a platted residential development consisting of a maximum of 317 residential units, recreational facilities that include a golf course and other amenities on approximately 1,530.9 acres in Hobe Sound.
This final site plan includes the construction of new access roads from SE Discovery Drive, the farm packing house, production greenhouses, starter greenhouses, production beds, shade house, farm-to-table dining hall, grill, outdoor dining, playground, parking and various supporting elements and infrastructure improvements.
Pursuant to Sec. 10.5.F.9., Land Development Regulations, Martin County Code, review of this application by the Local Planning Agency is not required.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross-examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Phase 2C Final Site Plan for the Discovery PUD project.
