BACKGROUND/RELATED STRATEGIC GOAL:

 

Text permitting the creation of a freestanding urban service district is found in Policy 4.13A.10., describing the Industrial future land use designation and has been a part of the Comprehensive Growth Management Plan since 1990. The text of Policy 4.13A.9., describing the AgTEC property, also established that property as a freestanding urban service district. There are presently four freestanding urban service districts. Seven Js, AgTEC, Gateway and Martin Commerce Park. Seven Js, Gateway and Martin Commerce Park all have the Industrial future land use designation. Please see the attached Figure 4-2 with tags identifying each freestanding urban service district. 

 

ISSUES:

 

Staff seeks Board direction on Plan text permitting the creation of freestanding urban service districts.

 

LEGAL SUFFICIENCY REVIEW:

 

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, and the legal staff have identified and addressed legal risks and developed strategies for legal defensibility, as applicable.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board adopt the attached Resolution to initiate a text amendment to Policy 4.13A.10. of the Comprehensive Growth Management Plan.
