BACKGROUND/RELATED STRATEGIC GOAL:
The Drug and Alcohol Abuse Awareness Committee was created by Resolution No. 87-7.37 on July 28, 1987. Resolution No. 87-7.37 was rescinded in 2019 and again in 2020, and Resolution Nos. 19-11.3 and 20-2.21 were adopted to update the Drug and Alcohol Abuse Awareness Committee including makeup, terms, and change the Circuit Court Judge to a non-voting member. Resolution Nos. 19-11.3 and 20-2.21 are attached. The Drug and Alcohol Abuse Awareness Committee shall serve as an advisory committee to the County Commissioners on issues relating to adult and youth substance and alcohol abuse in Martin County. The Committee will make recommendations on programs and services that impact the community.
The Drug and Alcohol Abuse Awareness Committee meets quarterly in the Administration Building at 3:30 PM. Their agendas are published to the County’s web site in a timely manner.
The Administration Staff advised Robin Huebner and Mike Anthony (private citizens) and Ross McDonald Tucker II (treatment representative) that their terms will expire in January 2026. The incumbents were provided an Application for Appointment to complete and return if so desired. Mr. Anthony let staff know he will not re-apply. Mr. Anthony advised staff that he does not wish to be considered for re-appointment.
The Administration Staff advised the Staff Liaison (Human Services) that two terms will expire in January 2026 - the Town of Sewall’s Point representative and the Circuit Court Judge (non-voting member).
An Information Release soliciting applicants for the drug treatment and private citizen positions was emailed via Constant Contact to the Outreach Martin and Local Media which includes local Chambers of Commerce, local businesses, and citizens.
The Administration Staff will advise the applicants of the Commission’s decision which will include Sunshine Law, conflicts of interest law, and public records law information to the appointed individuals. Chair letters and Certificates of Appreciation will be mailed to Mr. Anthony and any other members not reappointed. The Chair will sign the letters and certificates.
ISSUES:
If the Town of Sewall’s Point would like to appoint a representative, their application will be submitted via a Supplemental Memorandum if received in time or via a future Consent Agenda Item.
LEGAL SUFFICIENCY REVIEW:
To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is primarily a matter of Board policy.
RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board confirm and make the following appointments:
Judge Steven J. Levin (Circuit Court Judge [non-voting]) for terms to begin January 7, 2026 and end January 6, 2029;
Ross M. Tucker II (treatment representative) for a term to begin January 7, 2026 and end January 6, 2029;
Maureen Mulroy Kielian (private citizen) for a term to begin January 7, 2026 and end January 6, 2029; and
Jon Patrick Bly (private citizen) for a term to begin January 24, 2026 and end January 23, 2029.
Move that the Board authorized the Chair to sign the Resolution of Appointment, and the letters/certificates as noted under Background.
