BACKGROUND/RELATED STRATEGIC GOAL:
Martin County entered into an Interlocal Agreement with St. Lucie County on June 6, 2021, whereby St. Lucie County accepted from Martin County, single stream recyclables. Thereafter, St. Lucie County processed these recyclables and was responsible for selling these recyclables to an outside vendor. St. Lucie County would then provide to Martin County a proportionate share of revenue derived from the sale. St. Lucie County has requested an amendment of the current Interlocal Agreement which both parties have agreed on for the delivery, acceptance, processing, marketing and disposition of recyclable materials generated within Martin County.
ISSUES:
The negotiated amended agreement will require Martin County to pay forty-five ($45) dollars per ton for each ton of Martin County recyclables delivered to St. Lucie County. Thereafter, St. Lucie County will sell the recyclable material, along with St. Lucie’s other collected material, to a purchaser of recyclable material. Martin County will then share in the revenue from the sale of this material, less operating expenses. These funds collected will then be cycled back into the Solid Waste Revenue budget.
Funds are available in the tentatively approved FY2027 Budget.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board authorize the execution of the Interlocal Agreement between the St. Lucie County and Martin County for the delivery, acceptance, processing, marketing and disposition of recyclable materials generated within Martin County.

Move that the Board pull this item from the Consent Agenda and provide additional direction to staff.
