Jesus House of Hope, Inc., is seeking approval of an amendment to the County zoning atlas consistent with the existing Agricultural Ranchette future land use. The proposed amendment is to change the existing zoning district on one parcel of land with an approximate area of 43.9-acres from A-2, Agricultural District, to AR-5A, Agricultural Ranchette District. The site is in the southeast quadrant of the intersection of SW Martin Highway and SW Martingale Drive approximately 0.5 miles east of Interstate 95 in Palm City. Included with this application is a request for a Certificate of Public Facilities Exemption.

BACKGROUND/RELATED STRATEGIC GOAL:
This is a request by Cotleur & Hearing and Coastal Life Church, Inc., on behalf of Jesus House of Hope, Inc., for a proposed amendment to the County zoning atlas consistent with the existing future land use. The current zoning on the property is A-2, Agricultural District, a Category “C” zoning district, consistent with an Agricultural Future Land Use that limits residential density to one single-family residence per gross 20-acre tract. The underlying Future Land Use on the property is Agricultural Ranchette, which limits residential density to one single-family dwelling per five gross acres. The current zoning district is not consistent with the existing future land use. Pursuant to Article 3, Division 7, Section 3.402., Martin County Land Development Regulations, this request to rezone is considered mandatory.
This item is scheduled to be heard by the Local Planning Agency on June 18, 2026. The Local Planning Agency recommendations will be forwarded to the Board.

Because this request involves the application of a policy specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath and demand a decision that is based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and all its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt a resolution approving the request to rezone the subject property from A-2 (Agricultural District) to AR-5A (Agricultural Ranchette District).
