The Jensen Beach CRA Plans calls for infrastructure improvements, which include increased parking to support the current and anticipated growth of the area. NE Church Street is located within the Jensen Beach CRA.

 

The Office of Community Development (OCD) wishes to finalize plans for the Church Street Redesign project (the “project”) originally approved in 2022. Currently, only 40 feet of right-of-way exists on NE Church Street, and the project plans call for the construction of a yield street. Additional right-of-way is needed to complete this project. The subject 30-foot strip of land running the along the north side length of NE Church Street has been identified as the section needed as right-of-way to complete the project.

 

With the exception of the historic church located at 1890 NE Church Street, the parcels along the north side and south side of NE Church Street are owned by Seabreeze, who purchased the parcels beginning in August of 2023. Staff has met with Seabreeze, and they have offered to donate this 30-foot strip running along the full length of the north side of Church Street to Martin County. With the donation, the County will be able to construct a two-way, pedestrian friendly street.

 

The Real Property Division has reviewed the title work and confirmed there are no mortgages encumbering the property.

 

Sections 139.31 and 139.32, General Ordinances, Martin County Code, require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by resolution of the Board of County Commissioners of Martin County and pursuant to Section 336.08, Florida Statutes, the Board may designate the property needed as additional right of way by adoption of a resolution.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board (i) adopt a Resolution approving and accepting a Warranty Deed for dedication of a 30-foot strip for right-of-way along the north side of NE Church Street and (ii) authorize the Chair to execute any and all documents necessary to complete this transaction.
