BACKGROUND/RELATED STRATEGIC GOAL:

Under the Voluntary Employment Separation Incentive Program (VESIP), a participating employee enters an employment contract with the County to obtain the following benefits by voluntarily separating from County employment:

A.                     Two weeks of pay at the employee’s current base rate of pay (less applicable taxes) for each full year of service as a full-time County employee, up to a maximum of ten years. Service of six months and one day will be rounded up to a full year.

B.                     Twenty weeks of the employee’s medical and dental insurance benefits will be paid by the County. This does not include any supplemental insurance purchased by the employee. Program participants will be responsible for the employee portion of the premium in effect and any subsequent increases to the employee premium.

VESIP provides the County with a flexible workforce management tool and opportunities for cost savings by allowing the County to evaluate each vacated position and determine whether to eliminate the position, leave it unfilled, or restructure the position or its associated duties.

Upon approval of VESIP, the Board delegates to the County Administrator the authority to implement and offer the program, in whole or in part, at the County Administrator’s discretion when organizational, operational, budgetary, or other circumstances warrant its use and when the County Administrator determines that doing so is in the best interest of the County. This delegated authority includes the discretion to determine when VESIP will be offered, the departments, classifications, positions, or employees to which an offering may apply, and the duration of any offering, if all offers remain consistent with the eligibility requirements, benefits, terms, funding, and other conditions approved by the Board.

This delegation is intended to provide the County Administrator with the flexibility to utilize VESIP as circumstances arise without the need to obtain separate Board approval for each offering or implementation of the program.
