EXECUTIVE SUMMARY:executive summary

Dana Little, Urban Design Director and Jessica Seymour, Principal Program Coordinator of the Treasure Coast Regional Planning Council will present the updated proposed CRA Architectural Design Standards for all six Martin County CRA areas. This effort has been undertaken to update and codify the design standards for clarity and predictability of use by architects, builders, property owners and staff, and to continue to implement the vision of well-designed communities that celebrate their distinctive identities and contribute to the overall sustainability of Martin County.

BACKGROUND/RELATED STRATEGIC GOAL:

The six (6) Martin County CRA areas have historically had a section of code entitled Architectural Standards.  Some of these are more extensive than others and a few also have additional manuals for architectural guidelines. 

 

During the CRA code rewrite undertaken from 2019 - 2021, this section of the code remained the same with plans for a future update.  CRA staff, along with Growth Management, Legal, REG Architects and the Treasure Coast Regional Planning Council has been steadily working on this since January 2024, making sure to reach out to the community, including the Treasure Coast Builders Association, the Treasure Coast chapter of the American Institute of Architects, the Neighborhood Advisory Committees, the CRA Board, and the Local Planning Agency.  There have been extensive social media posts, Constant Contact e-blasts, a MAKs Minute, Community Connection advertisement, website information and public meetings.  We have carefully considered all input and made appropriate changes based on community concerns.

 

The proposed Architectural Design Standards have been recommended for approval to the Community Redevelopment Agency Board by all six CRA areas (Golden Gate, Hobe Sound, Jensen Beach, Old Palm City, Port Salerno and Rio). 

 

LEGAL SUFFICIENCY REVIEW:

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable

law, and legal staff have identified and addressed legal risks and developed strategies for legal defensibility, as applicable.

 

RECOMMENDED ACTION:

Move that the Agency approve the proposed CRA Architectural Design Standards and recommend adoption of the Ordinance to amend Article 12, Divisions 1-7 to the Board of County Commissioners.
