In April of 2024, Martin County and the Village of Indiantown entered into an Interlocal Agreement (IA) for Martin County to provide Building Official, Inspection and Plan Review services on an as-needed basis.  The Interlocal Agreement is being updated to streamline the extension process and adjust for current costs to provide the services.

BACKGROUND/RELATED STRATEGIC GOAL:

 

1.                     Agreement/Contract drafted by: Martin County

2.                     Parties to the Agreement/Contract: Martin County and the Village of Indiantown.

 

3.                     Purpose of the Agreement/Contract: Building Official, Inspection and Plan Review Services.

 

4.                     New / Renewal / Modified: This is an updated IA between Martin County Board of Commissioners and the Village of Indiantown.

 

5.                     Duration: This IA provides for one year of services effective May 1, 2026, with annual options to renew.

 

6.                     Benefits to Martin County: Intergovernmental Cooperation.

 

7.                     Cost to Martin County (annual and potential total): All costs to Martin County are recovered by the Interlocal Agreement.

 

ISSUES:

 

The County Administrator and Village Manager are authorized to renew the IA on an annual basis.

 

LEGAL SUFFICIENCY REVIEW:

 

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law and has identified and addressed legal risks.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board approve the Interlocal Agreement.

 

ALTERNATIVE RECOMMENDATIONS

Pull this item from the Consent Agenda and provide direction to staff.

 

FISCAL IMPACT:

 

RECOMMENDATION

The Village of Indiantown will reimburse Martin County at a rate of $155/hour for the Building Official’s time, at a rate of $140/hour for the Assistant Building Official’s time, at a rate of $125/hour for an Inspector’s/Plan Reviewer’s time and at a rate of $85/hour for a Permit Technician/Administration.
