BACKGROUND/RELATED STRATEGIC GOAL:

 

The Martin County Parks and Recreation Department will begin operating the newly constructed Seaside Café in Stuart Beach located at 825 NE Ocean Boulevard in Stuart in the Fall of 2020.  The Parks and Recreation Department is requesting approval to apply for a State of Florida 4COPSCC license to sell beer, wine and liquor for onsite consumption and to authorize the Chairman of the BOCC to sign the license.

 

The 4COPSCC is a Special County Commission liquor license issued by the State of Florida.  It is the only type of full liquor license that Seaside Café qualifies for because it has under 2,500 square feet of service space.  Because this license is issued to County Commissions, it requires a County Commissioner to sign the license application. 

 

If the BOCC authorizes the license, after the certificate of occupancy is received and the Seaside Café receives its Martin County business tax receipt, the license application can submitted for zoning approval to the Martin County Growth Management Department and for final approval to the Florida Department of Business Regulation.

 

ISSUES:

 

There are no unresolved issues associated with this application.

 

LEGAL SUFFICIENCY REVIEW:

 

To the extent this item contains legal issues, it has been reviewed for legal sufficiency; although this is primarily a matter of Board policy.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board authorize staff to apply for the 4COPSCC Special County Commission liquor license issued by the State of Florida for Seaside Café and authorize the Chairman to sign the application.    

 

ALTERNATIVE RECOMMENDATIONS

Pull this item from the Consent Agenda and authorize staff to apply for the 2COP License for Seaside Café and authorize the County Administrator to sign the application for the 2COP license limiting service to beer and wine-based drinks only.

 

FISCAL IMPACT:

 

RECOMMENDATION

It is estimated that in its first year of operating, liquor sales will account for $30,000 in revenue or approximately 15% of total revenue collected at Seaside Café.

ALTERNATIVE RECOMMENDATIONS

It is estimated that operating under a 2COP license that limits the sale of alcohol to beer and wine-based drinks only will reduce alcohol sales by 50% or $15,000 in total revenue.
