At the May 14, 2024, BOCC meeting, the Martin Metropolitan Planning Organization (MPO) Staff will request that the BOCC approve the First Amendment to the contract between Senior Resource Association (SRA) and the Martin County Board of County Commissioners in order to spend the local overmatch for the FY24 Transportation Disadvantaged Trip & Equipment Grant in the amount of $58,282 to provide additional trips to the Transportation Disadvantaged population of Martin County.

BACKGROUND/RELATED STRATEGIC GOAL:
Senior Resource Association (SRA) has been designated by the State of Florida Commission for the Transportation Disadvantaged (State) as the Community Transportation Coordinator (CTC) for Martin County and operates the program to provide a coordinated community transportation service. As the CTC for Martin County, Florida, SRA is responsible for ensuring that transit services to the Transportation Disadvantaged (TD) are provided and will receive Trip and Equipment Formula Grant funds directly from the State. State Trip and Equipment Formula Grant funds require local match funds at a minimum of ten (10) percent of the Trip and Equipment Grant. As the CTC for Martin County, Florida, SRA is responsible for managing State Trip and Equipment Grant funds.
A contract between Senior Resource Association and the Martin County Board of County Commissioners requiring local match funds of a minimum of ten (10) percent of the FY24 Trip and Equipment Grant was executed on July 1, 2023. On September 26, 2023, in its FY24 budget, the Martin County Board of County Commissioners approved more than a ten (10) percent local match for the FY24 Trip and Equipment Grant, which is called an overmatch. According to the Trip and Equipment Grant Formula, this overmatch will fund more trips for the Transportation Disadvantaged population, resulting in an increase in future TD grant funding for Martin County.

ISSUES:
For fiscal year 2024, the Martin County Board of County Commissioners will supply overmatch funds in the amount of $58,282 to the Transportation Disadvantaged (TD) FY24 Trip and Equipment Grant. In order to spend the approved $58,282 of overmatch funds, the contract between Senior Resource Association and the Martin County Board of County Commissioners must be amended. The First Amendment will amend the original contract between Senior Resource Association and the Martin County Board of County Commissioners and will allow Senior Resource Association to spend the local overmatch to the Transportation Disadvantaged Trip and Equipment Grant in FY24.
