BACKGROUND/RELATED STRATEGIC GOAL:
The Supervisor of Elections Expansion was approved by the Board of County Commissioners as an amendment to the Capital Improvement Plan on September 23, 2025. The expanded Supervisor of Elections building will provide an approximately 2,841 square foot canvassing room addition. The canvassing room will be remodeled provide a larger early voting location. The approved Capital Improvement Plan (CIP) sheet for the project is attached.
The construction project adjacent to, in and around an occupied building is perfectly suited for the CMAR process. The construction manager will provide plan and phasing review comments during the design phase of the project instead of providing change orders that typically develop using the Design-Bid-Build process. The construction manager will also provide a project schedule and detailed cost estimates earlier in the process, during the design versus waiting until the project is bid as with the Design-Bid-Build process. The project schedule and cost estimates will help with the design of the project and allow us to procure long lead items in advance to reduce construction delays. The early plan review, logistics and coordination of this work by a construction manager using the CMAR process will be critical to the success of the project.
Section 17.5, C. of the Purchasing Manual requires Board of County Commissioners approval to use this delivery method on a case-by-case basis. Therefore, we are requesting permission to use the CMAR delivery method for this construction project.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board approve the use of Construction Manager at Risk delivery method to construct the Supervisor of Elections Expansion.
ALTERNATIVE RECOMMENDATIONS
Deny the use of the Construction Management at Risk delivery method and direct staff to use the Design-Bid-Build delivery method.
FISCAL IMPACT:
RECOMMENDATION
Allowing the use of the CMAR delivery process for this multi-phased construction project will eliminate potential contractor change orders and will reduce construction delays. While the CMAR process can be more expensive up front, the additional costs will outweigh potential cost overruns resulting from contractor change orders and project delays.

ALTERNATIVE RECOMMENDATIONS
Use of the Design-Bid-Build delivery process for this project, while possibly less expensive up front, may result in costly change orders and unnecessary time delays that could significantly impact the operations of the Supervisor of Elections Expansion.
