The Affordable Housing Advisory Committee (AHAC) recommends the Local Housing Assistance Plan (LHAP) FY 2017-2020 be amended to include language regarding connection to sewer and/or water utilities, which will enable program participants, and the residents of Martin County, to improve the overall health and safety of the community.

BACKGROUND/RELATED STRATEGIC GOAL:

 

At the May 2, 2018 AHAC meeting, the committee voted to recommend amending the LHAP as follows:

1.                     The Program Details and each Strategy other than Rental Assistance should be amended to include language regarding connection to sewer and/or water utilities.  Specifically, when an applicant’s home is not connected to available sewer and/or water, a portion of the recipient’s award will be utilized to cover the cost to connect the home to the utility service(s).

2.                     The Sewer and Drinking Water Hookup Strategy should be amended to increase the maximum award amount from $3,500 to $18,000. 

3.                     The Disaster Repair/Mitigation Strategy should, as a best practice, be amended to include rental assistance/eviction prevention to better assist program participants and Martin County residents post disaster.

RECOMMENDATION

Move that the Board approve the recommended amendments to the 2014-2017 LHAP.

 

ALTERNATIVE RECOMMENDATIONS

Move that the Board provide staff with alternative direction regarding the LHAP.
