This is a request to initiate a change to the future land use designation from Agricultural to Institutional Public Conservation on a 40-acre county-owned parcel. This property is in southern Martin County located on the east side of SW Pratt-Whitney Road approximately halfway between SW Bridge Road to the north and Jupiter-Indiantown Road to the south.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The property was acquired from the United States of America in 2017 using Open Space/Conservation impact fees. The unimproved property abuts County right-of-way to the west, private unimproved property to the north and south, and jointly owned County and the South Florida Water Management District (SFWMD) unimproved property to the southeast.

 

Comprehensive Growth Management Policy 4.13A.11.(2) provides the Institutional Public Conservation future land use designation for lands intended for conservation and passive recreation and requires that environmentally sensitive lands acquired by the County be reclassified to the Institutional Public Conservation future land use designation. The only activities permitted on Conservation lands are management activities that preserve or enhance the natural resources of the property and/or provide passive recreational opportunities for the public’s enjoyment of the property. Development is limited to conservation compatible access, maintenance, parking and facilities such as walking trails and information booths.

 

In addition to initiating an amendment to the Future Land Use Map, staff recommends amending the Zoning Atlas to assign a zoning district that implements the Public Conservation future land use designation. The proposed change would be from A-2, Agricultural, to the PC, Public Conservation, zoning district.  This proposed change of zoning district will be brought to the Board for consideration at a future date.

Move that the Board adopt the Resolution to initiate a Future Land Use Map amendment to the Comprehensive Growth Management Plan.
