This is a request for the Board to approve the annual contract between the Martin County Board of County Commissioners and State of Florida Department of Health for the operation of the Martin County Health Department Contract Year 2025-2026 and the associated fee schedule. In addition to establishing the fee schedule, this contract ensures coordination between Martin County and the State of Florida for the promotion of the public’s health, the control and eradication of preventable diseases and the provision of primary health care for special populations.

The contract between Martin County Board of County Commissioners and the State of Florida, Department of Health for operation of the Martin County Health Department contract year 2025-2026 reflects a total Martin County Health Department (MCHD) Operating Budget of $7,305,215 (an increase of $55,346 from the FY2024-2025 contract total). This increase reflects primarily the increase in salary authority given to cover statewide salary increase and resulting benefits changes. The contract outlines the various services provided by the MCHD along with the associated fees and reporting requirements. The contract is terminable upon 180 days written notice of either party.
In addition to the budget amount above, non-cash/in-kind State contributions of products and services valued at $4,745,612 are planned. This amount is made up of medications distributed to clients in clinics, some state lab services, vaccine and $3,444,827 from the WIC food and nutrition products issued to residents.

RECOMMENDED ACTION:
RECOMMENDATION
1. Move that the Board adopt a Resolution authorizing a contract with the Florida Department of Health and approving the Martin County Health Department FY2025-2026 Fee Schedule.
2. Move that the Board authorize the Chair to sign the Contract between Martin County Board of County Commissioners and State of Florida Department of Health for Operation of the Martin County Health Department Contract Year 2025-2026 and any associated documents.
