BACKGROUND/RELATED STRATEGIC GOAL:
The Transportation Disadvantaged (TD) are defined as “those persons who because of physical or mental disability, income status, or age are unable to transport themselves or purchase transportation and are, therefore, dependent on others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities or children who are handicapped or high-risk or at-risk as defined in s. 411.202, Florida Statutes.”
The Florida Commission for the Transportation Disadvantaged (CTD) acts as a policy development and implementation agency for Florida’s TD Program. The CTD enters into a Memorandum of Agreement with the Martin County Community Transportation Coordinator (CTC), who coordinates the County’s TD Service which is funded by a Trip & Equipment Grant and the competitive Innovative Service Development (ISD) Grant.
Senior Resource Association (SRA) who is the CTC for Martin County has the primary responsibility for arrangement of transportation services to the Martin County transportation disadvantaged. This this door-to-door transportation service for eligible riders is marketed as Martin Community Coach, (MCC). Eligibility is based on age, disability, or income.
Formula funding for this coordinated system is based on ridership numbers from previous years and the previous fiscal year county/municipality local match.
SRA has had to limit trips for the TD population in the past. However, now with the ISD Grant funding again this fiscal year, this helps provide trips for dialysis patients to get to dialysis centers and other quality of life destinations. This has also freed up funding to be used for other eligible TD clients in the county and with no trip limits. At the April 4, 2023, BOCC meeting the positive outcomes of the ISD Grant were reported.
On June 15, 2023, the Florida Commission for the Transportation Disadvantaged (CTD) approved the grant funding for State Fiscal Year 2023-24. Two grants were awarded to SRA: the Trip & Equipment (T & E) Grant and the Innovative Service (ISD) Grant.
For FDOT FY 23/24, the Martin BOCC has provided the minimum required 10% local match and approved over overmatch to the TD Grants.
It is noted that for the FDOT FY 23/24, both the City of Stuart and the Village of Indiantown have over-matched the T & E Grant. City of Stuart has provided an over-match of $12,500 and the Village of Indiantown has provided an over-match of $12,500.
