BACKGROUND/RELATED STRATEGIC GOAL:
The applicant is requesting final site plan approval to construct 3 one-story vehicular self-storage buildings totaling approximately 55,823 square feet and associated infrastructure. The subject 32.27-acre site is currently undeveloped and is located at 7550 SE Bridge Road, approximately 0.32 miles northeast of the intersection of SE Powerline Avenue and SE Bridge Road, in Hobe Sound. The project is located inside the Primary Urban Services District. Water and wastewater services will be provided by South Martin Regional Utility. Access will be provided from SE Bridge Road.
An environmental waiver application for access to uplands was provided by the applicant. Staff reviewed the waiver and found it met the criteria under Section 4.3.B, LDR, Martin County Code. As a result, the Growth Management Director has approved the waiver request. The waiver authorizes 0.16 acres of wetlands and 0.36 acres of wetland buffer to be impacted to construct a driveway for access to the upland portion of the property. The wetland impacts will be offset through onsite mitigation by creating 0.16 acres of wetlands in a historically disturbed area of the site. The wetland creation area will be connected to existing wetlands to ensure long term success. A wetland restoration plan has been provided and will be part of the Preserve Area Management Plan (PAMP).
As a condition of approval of the final site plan, the Owner shall dedicate 42-feet of right-of-way along SE Bridge Road (CR-708) along the property frontage as shown on the final site plan within 60 days of approval of the final site plan.
Additionally, pursuant to Section 4.843.G., Land Development Regulations, Martin County Code, in lieu of constructing a sidewalk along SE Bridge Road, the Owner shall pay $53,120, the cost of construction accepted by the County Engineer, as part of the post-approval process in accordance with Section 10.11, Land Development Regulations, Martin County Code.
This item has been scheduled for consideration by the Local Planning Agency on February 5, 2026, and the recommendation will be provided to the Board of County Commissioners.

Because this request involves the application of a policy to a specific application and site, it is a quasi -judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Bridge Road Car Club Final Site Plan, including the Preserve Area Management Plan (PAMP).
