The Hutchinson Island Shore Protection Project (HISPP) was authorized under Section 101(a)(8) of the Water Resources Development Act of 1990 (Public Law 101-640), based on the Chief of Engineers’ report dated November 20, 1989. The authorized project includes beach nourishment along 4.0 miles of shoreline from the St. Lucie County line south to near Stuart Public Park (R-1 to R-25).
Hurricane Nicole, an extraordinary storm event, caused severe erosion along the project shoreline, with an estimated loss of 248,000 cubic yards of sand. Post-storm assessments indicate that approximately 309,000 cubic yards of material will be needed to restore the full construction template.
The proposed project scope includes nourishment of the full template. Final design details have been developed during the Pre-Construction Engineering and Design (PED) phase. The contract quantity of sand may vary depending on the beach conditions at the time of construction.
This recovery effort will be federally funded through the Flood Control and Coastal Emergencies (FCCE) program (PL 84-99), administered by the U.S. Army Corps of Engineers (USACE), which provides emergency assistance for federally authorized projects impacted by natural disasters such as Hurricane Nicole.
USACE intends to advertise the HISPP construction contract in summer 2025, with construction targeted for the 2025/2026 winter work window.
The proposed beach fill source is a shoal located approximately six miles offshore in federal waters. The borrow area is managed by the U.S. Bureau of Ocean Energy Management (BOEM). To utilize this offshore sand source, a tri-party agreement must be executed between USACE, BOEM, and Martin County. Execution of this agreement is a prerequisite for USACE to advertise the construction contract.
