EXECUTIVE SUMMARY:

The Public Art Advisory Committee (PAAC) appointed a Subcommittee to review applications submitted in response to the Call for Artists for a mosaic installation on the Manatee Pocket Mooring Field Upland Facility. A publicly noticed meeting was convened to review the 15 submissions. Using prescribed scoring criteria, Subcommittee members reviewed, scored, and discussed all applications. Three finalists were brought to the PAAC on July 28th. They reviewed the applications using the same criteria and made a recommendation of two artworks for final selection and approval. The funds are available in the Art in Public Places (AIPP) capital budget.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The Martin County Art in Public Places Program was initiated in 1997 by Ordinance 1103, Chapter 13 in the Martin County Code of Ordinances, to enhance the quality of the visual environment in the Martin County community, both natural and constructed. 

1.                     To promote the spiritual, intellectual, and aesthetic enrichment of the community through public art.

2.                     To select a diversity of public art for Martin County, Florida.

3.                     To select works of art which have aesthetic and technical merit and are appropriate in context to the location.

4.                     To select artists who are professionally and technically competent.

5.                     To disperse public art throughout Martin County, Florida in such a manner that it is visible and accessible to the greatest number of people.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, and legal staff have identified and addressed legal risks and developed strategies for legal defensibility, as applicable.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board review the recommended two submissions and select one artwork to be installed on the Manatee Pocket Mooring Field Upland Facility.

 

ALTERNATIVE RECOMMENDATIONS

Move that the Board reject the submissions.

Move that the Board select another of the 15 submittals.
