The Board of County Commissioners is asked to consider adoption of a resolution that supports the preferred Proposed Typical Sections on SE Cove Road between SR-76 (SW Kanner Highway) and SR-5 (US-1/SE Federal Highway) and reduces the posted speed limit on SE Cove Road between SW Kanner Highway and SE Ault Avenue.  The Board is also asked to consider adoption of a Resolution that designates a portion of County-owned property as right-of-way for the future widening of SE Cove Road.

BACKGROUND/RELATED STRATEGIC GOAL:

 

During the development of the roadway Needs Plan in the Martin Metropolitan Planning Organization’s (MPO) 2040 Long Range Transportation Plan (LRTP) it was determined that SE Cove Road between State Road (SR) 76 (SW Kanner Highway) and SR-5 (US- 1 / SE Federal Highway) will need to be widened from two lanes to four lanes.  The widening project was included in the adopted Cost Feasible Plan.

Subsequently, the Martin MPO Policy Board prioritized a project to widen SE Cove Road between SW Kanner Highway and US-1 / SE Federal Highway from two lanes to four lanes and requested the Florida Department of Transportation (FDOT) manage the project and its funding.  The FDOT agreed and has initiated a Project Development and Environmental (PD&E) Study to determine if there is an engineering and environmentally feasible alternative to meet the needs of the project.  During the development of the PD&E Study, the MPO Policy Board and the public agreed with the FDOT’s preferred Proposed Typical Sections as shown on attached Exhibit A, which rely on a posted speed limits of 40 MPH between SW Kanner Highway and SE Avalon Drive and a posted speed limit of 35 MPH between SE Avalon Drive and US-1/SE Federal Highway.

The posted speed limit along SE Cove Road between SW Kanner Highway and SE Ault Avenue is currently 45 MPH.  The posted speed limit between SE Ault Avenue and SE Avalon Drive is currently 40 MPH.  The posted speed limit between SE Avalon Drive and US-1/SE Federal Highway is currently 35 MPH; therefore, the Board is asked to support the preferred Proposed Typical Sections and to agree to the maximum design speed (and ultimately establish a posted speed limit) of 40 MPH on SE Cove Road between SW Kanner Highway and SE Ault Avenue, which is appropriate and in the best interest of the citizens of Martin County, Florida.

In effort to accommodate the Proposed Typical Section, the project team identified the need for additional right-of-way along the south side of SE Cove Road between SW Kanner Highway and SE Gaines Avenue to support the future shared use path.  The property adjacent to the right-of-way at this location was acquired by the County in February 2005 through a Special Warranty Deed, which is recorded in Official Record Book 1985, Page 617 of the public records of Martin County, Florida; therefore, the Board is also asked to designate a portion of its property as right-of-way for the future widening of SE Cove Road.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board:

1.                     Adopt the Resolution supporting the preferred Proposed Typical Sections and establishing a maximum speed of 40 MPH on SE Cove Road between SR-76 (SW Kanner Highway) and SE Ault Avenue upon completion of the construction of the widening from two lanes to four lanes;

2.                     Adopt the Resolution designating a portion of the County’s property as right-of-way for the future widening of SE Cove Road and authorizing the Chair to execute all documents necessary to complete this transaction; and

3.                     Authorize the County Surveyor to make any minor revisions to the sketch and legal description as deemed necessary by the Florida Department of Transportation prior to recordation of the Resolution.
