BACKGROUND/RELATED STRATEGIC GOAL:
The Treasure Coast Community Action Agency Advisory Board is composed of nine members - three each from Martin, Okeechobee, and St. Lucie Counties. The Advisory Board is charged with the development and oversight of the Community Services Block Grant services which are provided through the Treasure Coast Community Action Agency. The State of Florida, Department of Commerce, receives funds from the federal government and distributes them to Community Action Agencies throughout the state. Three counties (Martin, St. Lucie, and Okeechobee) comprise the Treasure Coast Community Action Agency. The St. Lucie County Board of County Commissioners is designated as the eligible entity to receive Community Services Block Grant funds for this three-county agency. Community Services Block Grant program funds are designed to provide a range of services to assist low-income people in attaining the skills, knowledge, and motivation necessary to achieve self-sufficiency. Types of assistance include but not limited to: transportation assistance, nutrition programs, emergency food and housing, and homeless prevention programs.
The three members that Martin County appoints are:
• one elected official currently holding office or designated representative (Jennifer Salas represents the Commission);
• one representative of low-income population chosen by a democratic selection procedure adequate to assure that there are representatives of the poor in the area served (Madeleine Bozone Greenwood); and
• one representative of business, industry, labor, religious, welfare, or education interests in the county so specified (Christine Georges).
The selection of and process for electing the low-income representative shall be publicly noticed. Nominations may be solicited from the organized low-income groups and associations located within low-income communities and in each respective county. Nominations may be received from diverse low-income community groups. The low-income population may be encouraged to participate widely in this democratic process. Such representatives need not be poor themselves but must reside in one of the low-income areas served. Low-income representatives of the Advisory Board will be elected at a meeting conducted to select the low-income representatives.
1. This meeting will be announced through two methods:
a. At least one (1) public notice via media, county websites, fliers.
b. Posters placed in locations frequented by the low-income community.
2. The meeting will be coordinated with one of the following:
a. Community or neighborhood groups whose focus is on the betterment of low-income neighborhood(s) or whose membership is composed primarily of low-income persons.
b. Councils or organizations, whose members represent neighborhoods or communities of low-income residents.
c. County Government.
3. The election will be held in accordance with Robert’s Rules of Order.
On April 7, 2025, Administration Staff released an Information Release that announced the May 8 election meeting for the low-income population member. The Information Release was emailed to the Outreach Martin email list which includes local Chambers of Commerce and local media. The Information Release was also posted to the County’s web page under News and posted in the display case in the Administrative Building, the Human Services Offices, the Blake and Morgade Library, 10th Street Community Center, and the Salvation Army Office. Ms. Greenwood was notified of the meeting.
On May 8, 2025, the Human Services staff sponsored an election held at the Human Services Division Office per the Treasure Coast Community Action Agency Advisory Board by-laws. Madeleine Bozone Greenwood was selected to serve as the representative of low-income population.
The Board is asked to re-appoint Madeleine Bozone Greenwood to the Treasure Coast Community Action Agency Advisory Board for a three-year term to begin June 17, 2025 and expire June 16, 2028.
The Administration staff will advise Ms. Greenwood of the Commission’s decision which includes Sunshine Law information.

Move that the Board re-appoint Madeleine Bozone Greenwood to the Treasure Coast Community Action Agency Advisory Board for a three-year term to begin June 17, 2025 and expire June 16, 2028.
