This is a request to initiate a Future Land Use Map (FLUM) amendment of the Comprehensive Growth Management Plan (CGMP) for a County-owned parcel containing ±2.09-acres (subject property). The subject property is generally located north of the Pine School, south of the Banner Lake Club, east of Banner Lake, and west of SE Lantana Avenue. A location map is included in the attachments for this item.

BACKGROUND/RELATED STRATEGIC GOAL:

 

In 2007, Martin County acquired the subject property from the Pine School as part of an abandoned right-of-way agreement. On November 12, 2024, the Board of County Commissioners (Board) approved Resolution 24-11.3, which added the subject property to the list of properties to be conveyed to the Martin County Community Land Trust (CLT) for the purposes of developing affordable housing.

 

The subject property is designated with the Institutional-General future land use, which does not allow for any residential density. Additionally, the subject property is located within the Community Redevelopment Area (CRA) boundary of Hobe Sound. To develop the subject property for affordable housing, a future land use designation that permits residential density, along with an implementing CRA zoning district and a CRA sub-district, will be required.
