Martin County’s public transit system is partially funded by a Federal Transit Administration (FTA) grant that must be applied for each year. The FY2022 Section 5307 Urbanized Formula Program Funding Grant Application (Application) requires the Martin County Board of County Commissioners (Board) to conduct a public hearing that encourages public participation and opportunities for the community to comment on the program of projects related to the grant.  Once the Board holds the public hearing and approves the Application, the County Administrator or designee will electronically execute and submit the Application on behalf of the Board.

BACKGROUND/RELATED STRATEGIC GOAL:

 

This is a permission to apply for the FTA FY2022 Title 49, U.S.C Section 5307 Urbanized Area Formula Program Funding Grant. This grant is necessary to continue public transit services in Martin County, and Martin County must apply for this grant each year.

FTA appropriates Section 5307 funds annually on the basis of legislative formulas to assist urbanized areas with transit in the following categories:

                     Operating Assistance: This portion of the grant supports the fixed route services in the urbanized area, as well as Americans with Disabilities Act (ADA) Paratransit Services.

                     Capital: The capital portion helps to fund administrative costs, vehicle purchases and software/hardware equipment procurement.

                     Safety & Security Enhancements: This is used to purchase security and safety equipment such as surveillance cameras and lighting at transit locations, as required by the grant.

A grant match is required. The FY22 State Public Transportation Block Grant of $405,119, as well as $498,233 from the County’s General Fund that is included in the Public Works Transit Division operating budget, will be used as a match.

Total grant funds of $1,520,776 will be allocated as follows:

                     Operating Assistance: $903,352

                     Capital: $602,216

                     Safety and Security Enhancements: $15,208

 

ISSUES:

 

Martin County is a designated recipient of FTA Section 5307 funds, designated by the governor of the State of Florida. As a designated recipient of Section 5307 funds the County is eligible to receive State Public Transportation Block grant funds, FTA Section 5311, and FTA Section 5339 funds. If the County chooses not to apply for the FTA Section 5307 funds, the County forfeits all the above-mentioned grants and would have to decrease its public transit services accordingly.

 

LEGAL SUFFICIENCY REVIEW:

 

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is mostly a matter of Board policy.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board authorize the County Administrator or designee to electronically execute and file the FY2022 Section 5307 Urbanized Formula Program Funding Grant Application and sign other non-monetary documents related to this grant upon review and concurrence of the County Attorney’s Office.
