BACKGROUND/RELATED STRATEGIC GOAL:
This is a request for an amendment to Figure HS-2, Section 12.5.02 Regulating Plan, of the Hobe Sound CRA Regulations to change the CRA Subdistrict for an approximately 7.98-acre site from the current General Subdistrict to the Corridor Subdistrict. The proposed Corridor Subdistrict is consistent with the subject site’s Future Land Use designation of CRA Center. The applicant is seeking the Subdistrict change in order to establish recreational vehicle parks as a permitted use on the site.
The Corridor Subdistrict is intended to extend the pedestrian-oriented building types, frontages, and streetscapes along a major roadway. The subject site’s location along SE Federal Highway and SE Dixie Highway, which are classified as arterial roadways, is consistent with the goals of the Corridor Subdistrict. The range of residential and non-residential uses permitted in the Corridor Subdistrict is compatible with the established pattern of development in this area of the Hobe Sound CRA.
This matter was properly noticed and heard before the Local Planning Agency (LPA) on January 16, 2025. The LPA’s recommendation will be forwarded to the Board.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi -judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Ordinance amending Division 5, Hobe Sound, Article 12, Community Redevelopment Code, Land Development Regulations, Martin County Code, to change the CRA Subdistrict from General to Corridor on the subject site.
