This is a request by Tamarack Land - Salerno Reserve, LLC for approval of the Showcase Planned Unit Development (PUD) Phase 2 final site plan. The project received PUD zoning and master site plan approval on July 14, 2020 for 167 single family and townhome units on an approximate 47-acre parcel located between SE Salerno Road and SE Cove Road approximately 200 feet east of SW Kanner Highway in Stuart. Included with this application is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The project received master site plan approval on July 14, 2020 for 79 single family homes and 88 townhomes on an approximate 47-acre undeveloped parcel. The property has a future land use designation of Low Density Residential and PUD zoning. The property is inside the Primary Urban Service District (PUSD) and water and wastewater service is provided by Martin County Utilities.

 

Phase 2 of the Showcase PUD project includes 88 two-story townhome units and the associated infrastructure on approximately 10.72 acres of the total 47.11-acre site. The main access for Phase 2 is located on the north side of SE Cove Road where SE Tres Belle Circle intersects approximately 0.4 miles east of SW Kanner Highway.

 

Review of this project by the LPA is not required due to the approved master site plan, pursuant to Table 10.5.F.9. LDR, Martin County, Fla (2021), requiring one public meeting.

Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross-examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION

1.                     Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.

2.                     Move that the Board approve the Phase 2 Final Site Plan for the Showcase PUD project.
