BACKGROUND/RELATED STRATEGIC GOAL:

 

On January 8, 2019, the Board of County Commissioners adopted Resolution No. 19-1.1 which re-established the makeup of the Community Development Block Grant Citizen Advisory Task Force.  The Task Force shall have the responsibilities as set forth in the Citizen Participation Plan concerning the Community Development Block Grant program and Section 73C-23.0041, F.A.C., as amended from time to time.  The Task Force will meet to discuss community needs and make recommendations to the Board of County Commissioners.  The Task Force is to provide input relative to all phases of the project process and offer recommendations as it deems appropriate.

 

The Task Force shall be composed of five members appointed by the Board of County Commissioners.  Each member shall be a resident of unincorporated Martin County and no less than three members shall be from low to moderate income households as determined by income survey.  The Task Force shall be representative of the community with regard to age, sex, race, and length of residence.  None of the County Commissioners may be appointed to the Task Force, and only one member may be an employee of the County.

 

Members shall be appointed for staggered terms of one and two years for initial appointments.  All other terms shall be for two years.

 

The Task Force was deemed inactive mid-2022 because the Community Development Block Grant funds were exhausted.

 

At the end of February 2023, the Administration Staff was asked by the Human Services Division to solicit applicants since there are Community Development Block Grant funds available again.  Since then, there has been a full task force.

 

The Administration Staff advised David Hafner (resident of unincorporated Martin County) that his term will expire on April 17, 2025.  Mr. Hafner was provided an Application for Appointment to complete and return if so desired, however, he does not wish to be considered for re-appointment at this time.

 

On February 3, 2025, an Information Release soliciting applicants for the “resident of unincorporated Martin County” was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, local media, and citizens.  The Information Release was also posted to the County’s web page under News.

 

The Administration Staff will advise Ms. Shana Fann Lark, the only qualified applicant, of the Commission’s decision which will include Sunshine Law information.  A Chair letter and Certificate of Appreciation will be mailed to Mr. Hafner which will be signed by the Chair.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board appoint Shana Fann Lark for the resident of unincorporated Martin County for a term to begin April 18, 2025 and end April 17, 2027 and authorize the Chair to sign the Resolution of Appointment.
