BACKGROUND/RELATED STRATEGIC GOAL:

 

During the development of the roadway Needs Plan in the Martin Metropolitan Planning Organization’s (MPO) 2040 Long Range Transportation Plan (LRTP) it was determined that County Road (CR) 713 (SW High Meadow Avenue) between Interstate 95 (I-95) and CR-714 (SW Martin Highway) will need to be widened from two lanes to four lanes.  The widening project was included in the adopted Cost Feasible Plan.

Subsequently, the Martin MPO Policy Board prioritized a project to widen SW High Meadow Avenue between I-95 and SW Martin Highway from two lanes to four lanes and requested the Florida Department of Transportation (FDOT) fund and manage the project.  The FDOT agreed and has initiated a Project Development and Environmental (PD&E) Study to determine if there is an engineering and environmentally feasible alternative to meet the needs of the project.  During the development of the PD&E Study, the MPO Policy Board and the public agreed with the FDOT’s preferred Proposed Typical Sections as shown on attached Exhibit A, which rely on a posted speed limit of 45 MPH.

The posted speed limit along SW High Meadow Avenue between I-95 and SW Golden Bear Way is currently 55 MPH.  The posted speed limit on SW High Meadow Avenue between SW Golden Bear Way and SW Martin Highway is currently 45 MPH; therefore, the Board is asked to support the preferred Proposed Typical Sections and to agree to the maximum design speed (and ultimately establish a posted speed limit) of 45 MPH on SW High Meadow Avenue between I-95 and SW Golden Bear Way, which is appropriate and in the best interest of the citizens of Martin County, Florida.

RECOMMENDATION

Move that the adopt the Resolution to support the preferred Proposed Typical Sections and to establish a maximum speed of 45 MPH on SW High Meadow Avenue between I-95 and SW Golden Bear Way upon completion of the construction of the widening from two lanes to four lanes.
