The American Rescue Plan Act of 2021 (ARPA) was signed into law on March 11, 2021. The Coronavirus State and Local Fiscal Recovery Fund (SLRF) includes direct federal aid to all counties, a broad range of use of the recovery funds, the allowance for lost revenues in the most recent full fiscal year on the local level and a deadline of December 31, 2024 to incumber funds. Martin County's allocation of ARPA SLRF funds is $31 million. Staff is requesting to reallocate funds from completed projects to other eligible projects in order to meet ARPA grant requirements.

On June 22, 2021 Martin County staff presented the Board of County Commissioners a program expenditure plan for the ARPA SLRF funds that were provided by the U.S. Department of Treasury.

ISSUES:

 

On June 24, 2024, staff conducted an analysis of all the ARPA projects that were not complete. Staff reconciled projects that had funds available and projects that had projected deficits. The table below reflects the staff’s recommendation to reallocate the remaining ARPA funds based on the timeline requirements set forth by the ARPA grant requirements:

Move that the Board reallocate funds from ARPA Septic to Sewer, Community Assistance, Food Capital and Fairground programs to the REACH Center, Camino Trail, Langford, East Ridge (Hobe Hills), L. Cpl. Justin Wilson, Tropical Farms projects.
