This is a request by Cotleur & Hearing, on behalf of Camp Valor, LLC., for approval of a zoning district change from the current Highpointe PUD Zoning Agreement to the Camp Valor PUD Zoning Agreement with a Master/Final Site Plan. The project consists of an existing rustic campground on an approximately 19.54-acre property located at 9405 SW Kansas Avenue, Stuart, Florida. Included with this application is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:
Operation 300, Inc., is a Florida not-for-profit organization that was deeded this approximately 19.54-acre property as a public benefit related to the Highpointe Planned Unit Development (PUD) Zoning Agreement approved on April 27, 2021 and recorded in Martin County Official Records in Book 3240, Page 2850.
Camp Valor is the name of the rustic campground site located on the property that provides care for Gold Star families with programs such as the Gold Star Kids Camp, a weekend-long adventure camp for children who have lost their parent as a result of military service.
To ensure Operation 300 has flexibility to create the best camp for their programs the property is being removed from the Highpointe PUD with an amendment to the Highpointe PUD Zoning Agreement that is running concurrently with this request for PUD zoning approval. The purpose of this application is to ensure the Camp Valor site has an approved and valid PUD zoning designation.
This item was scheduled for consideration by the Local Planning Agency (LPA) on October 17, 2024. The LPA recommended approval with a vote of 3-0.

Because this request involves the application of a policy specific application and site, it is a quasi- judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision that is based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board approve the request for a zoning change from the Highpointe PUD to the Camp Valor PUD and approve the Camp Valor PUD Zoning Agreement including the Master/Final Site Plan.
