This is a request for Board direction of 2 vacated County owned facilities; one in Old Palm City at the corner of SW Martin Downs Boulevard and SW Mapp Road (former Boys & Girls Club Lease) and the other in Indiantown at the corner of SW Osceola Street and SW Indian Avenue (former IRSC Center) along with 1 vacant parcel located at SE Lake Drive, in Banner Lake - Hobe Sound for Affordable Housing, which would require adoption of a revised resolution for Affordable Housing.

BACKGROUND/RELATED STRATEGIC GOAL:
This item is being held as a Public Hearing due to the potential of placing one of the below items on the Affordable Housing List. This item has been advertised as per Florida Statutes in the local publication.
Recently 2 County owned facilities, that held long term leases, have been vacated and 1 parcel was discussed for future Affordable Housing. Staff was tasked with identifying and summarizing the parcels and requesting recommendation for future use opportunities:
1. Old Boys and Girls Club Facility- Palm City
On September 30, 2024, the Boys and Girls Club of Martin County terminated their Lease on this county owned property at the corner SW Martin Downs Blvd. and SW Mapp Rd. in Palm City. This parcel is approximately 1.12 acres and includes two (2) structures. The first is a Concrete Block building with 6,087 sq. ft. interior space containing 2 baths and built in 1961. The second structure consists of 936 sq. ft., containing 1 bath and was built in 1984. The site is located at 1150 SW Martin Downs Blvd., within the Old Palm City CRA. The Property Appraiser shows the land value at $56,400, the improvement value at $664,700 and the market value of this property at $721,100.
The General Services Department (GSD) inspected the property and collected keys on the date of Termination of the Lease. The building will require some remodeling and GSD has requested a proposal.
It is recommended that this parcel either be:
a. placed for surplus and auctioned, or
b. leased to a government entity or not-for-profit, or
c. request staff prepare an RFP for sale or lease to the highest bidder.
2. Old Indian River State College (IRSC) Facility - Indiantown
In August 2024, IRSC terminated their long-term Lease on this county owned property located at the corner of SW Osceola St. and SW Indian Ave in Indiantown. The parcel is approximately .79 acres and includes a 4,040 sq. ft. building that was constructed in 2004. This site is located at 15655 SW Osceola Street, within the Village of Indiantown. The Property Appraiser shows the land value at $112,990, Improvement Value at $552,160 and Market Value at $665,150.
GSD inspected the property and collected keys. The interior of the building needs some work and GSD requested a proposal to assess remodeling costs. Several governmental and not-for-profit groups have expressed interest in the property, including but not limited to: Martin County Tax Collector, Village of Indiantown, and YMCA of Indiantown.
It is recommended that this parcel either be:
a. placed for surplus and auctioned, or
b. leased to a government entity or not-for-profit; or
c. request staff prepare an RFP for sale or lease to the highest bidder.
3. Vacant Parcel - Banner Lake
This vacant 2.09-acre county owned parcel is located on SE Lake Drive, Hobe Sound. The Property Appraiser shows a land and market value of $76,070. The parcel was obtained from The Pine School, Inc. in 2007 in exchange for the County vacating approximately 1.95 acres of rights-of-way for The Pine School, Inc.’s development.
In 2022 a Historical Preservation Request was requested and received for this parcel. The County requested an Archaeological Assessment survey on the property due to it being a possible historical site. The site was documented with the state in 1995 and mapped a portion in the north portion of the parcel. The 2022 survey defined two separate sites. Site 8MT379 represents a large intake black earth shell midden which should be avoided or mitigated by any proposed development and a buffer put in place around the site of approximately 25 ft. Site 8MT1859 had no significant historical evidence and is ineligible for nomination for the historical registry.
There is also a PAMP to the north of the parcel on the Banner Lake Club property and a PAMP to the south of the parcel on the Pine School property, along with a 10’ Utility Easement adjacent to Lake Drive.
It is recommended that should the Board determine this property be placed on the Affordable Housing List:
a. the Board adopt a Resolution revising Reso. 24-6.1; and
b. determine how to handle the recommendations provided in the Archaeological Assessment; and
c. authorize staff to abandon the right of way east of the parcel; and
d. determine that the parcel be transfer by donation to the Martin County Community Land Trust, Inc., a Florida not-for-profit corporation.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.
RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board authorize;
1. Staff to proceed with preparing Items #1 and #2 using one of the below recommendations:
a. Lease the properties to interested parties; or
b. Sell the properties using the auction process; or
c. Do an RFP for sale or lease to the highest bidder; and
2. Return to the Board when finalizing one of the above recommendations for Item #1 and #2; and
3. Authorize staff to proceed with donation of Item #3 to the Martin County Community Land Trust, Inc., a Florida not-for-profit corporation and determine how to handle the suggestions provided in the Archaeological Assessment; and
4. Adopt a Revised Resolution adding Item #3 to the Affordable Housing List; and
5. Authorize the Chairman to execute any items necessary to complete these transactions.
