The Federal Transit Administration (FTA) released a final rule outlining Public Transportation Agency Safety Plan (PTASP) requirements on July 19, 2019. The final rule requires all transit agencies that receives funds under 49 U.S.C. Section 5307 to adopt a PTASP no later than July 20, 2020, and to certify this plan each year thereafter. PTASPs commit transit agencies to designate a Chief Safety Officer and to develop and implement a safety program.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The Public Transportation Agency Safety Plan (PTASP) outlines the activities and processes on how Martin County will meet the requirements of its PTASP. The required components of the PTASP includes the following:

 

                     Safety Performance Targets

                     Safety Management Policy

                     Safety Risk Assurance

                     Safety Promotion

 

Under the PTASP rule, all transit agencies are required to set safety performance targets based on the safety performance measures in the National Public Transportation Safety Plan (NSP). The NSP safety performance measures are: Fatalities, Injuries, Major Events, System Reliability, Assault on Transit Workers, Vehicular collisions, and pedestrian collisions.

 

ISSUES:

 

A Public Transportation Agency Safety Plan (PTASP) final rule has been enacted outlining specific requirements that Martin County must adhere to. As a result, staff has developed a PTASP in compliance with the regulations set forth by Code of Federal Regulations Title 49 Part 673, and the Bipartisan Infrastructure LAW 49 U.S.C. § 5329(d).
