BACKGROUND/RELATED STRATEGIC GOAL:
The Airport Noise Advisory Committee (ANAC) was created at the recommendation of the Noise Study Planning Advisory Team pursuant to the Federal Aviation Administration’s Airport Noise Compatibility Planning regulations, specifically, 14 Code of Federal Regulations Part 150 (Part 150). The ANAC is responsible for recommending the implementation of operational and land use mitigation measures to the Board of County Commissioners pursuant to Part 150.
Pursuant to the Board’s Resolutions, in particular 11-7.2, 16-7.15, and 25-7.2, the ANAC composition is as follows: a County Commissioner, four residents from within a two-statute mile radius of the Airport; an Aircraft Owner who has aircraft based at the Airport; a representative from a Witham Field Based Flight School; a representative from a Fixed Base Operator at the Airport; a representative from a Charter Operator based at the Airport; a Sewall's Point representative from the Town Council; a City of Stuart Representative from the City Commission; a representative from the Witham Aero Club; and a representative from an industry trade group or an airport tenant.
The ANAC meets quarterly at the Airport, and their agendas along with the dates and times of the meetings are posted on the County’s website in a timely manner.
Jon Chicky resigned in November 2024 who served on the ANAC for 15 years as the Witham Airport Action Majority position. Werner Bols resigned in April 2025 who served on the ANAC for 20 years as the aircraft owner who has aircraft based at Witham Field position. Per previous Board direction, Administration Staff sent Mr. Chickey and Mr. Bols Certificates of Appreciation and letters thanking them for serving which were signed by Chairman Jenkins and Chair Heard respectively.
The Administration Staff will advise the applicants of the Commission’s decision which will include Sunshine Law, conflicts of interest law, and public records law information to the appointed individual/s.
ISSUES:
The Board is asked to appoint one individual to the Airport Noise Advisory Committee for terms to begin immediately for the following categories:
Resident from within a two-statute mile radius of the Airport - a voting sheet is included
Anita Cocoves Christina Ouillette
Representative from an Industry Trade Group or an Airport Tenant
If more applications are received, they will be submitted via Supplemental Memorandum.
Aircraft Owner who has Aircraft based at Witham Field
If more applications are received, they will be submitted via Supplemental Memorandum.
NOTE: Christina Ouillette is also a member of the Construction Industry Licensing Board
LEGAL SUFFICIENCY REVIEW:
To the extent this item contains legal issues; it has been reviewed for legal sufficiency, however, it is primarily a matter of Board policy.
RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board appoint one individual who is an aircraft owner who has aircraft based at Witham Field, one individual who is a representative of the industry trade group or airport tenant, and one individual who is a resident residing within a 2-statute mile radius of Witham Field to the Airport Noise Advisory Committee for terms to begin immediately and authorize the Chair to sign the Resolution of Appointment.
