This is a request by Urban Design Studio and Tyson J. Waters, Esq., on behalf of JWA Ranch, LLC, for approval of The Ranch PUD Phase 1 Final Site Plan. The development of Phase 1 includes agricultural activities, two 18-hole golf courses, short course, clubhouse, cart barns, operations/maintenance facility, range building, training facility, seven golf cottages, and associated infrastructure. Phase 1 consists of approximately 1,842 acres located on the south side of SW Kanner Highway and SW Bridge Road in Stuart. Included is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:
The Ranch PUD is in central Martin County south and west of the intersection of SW Kanner Highway and SW Bridge Road. The Ranch PUD includes approximately 3,460.6 acres on the south side of SW Kanner Highway and approximately 442 acres on the north side of Kanner Highway adjacent to the St. Lucie Canal. Phase 1 consists of approximately 1,842 acres located on the south side of SW Kanner Highway and SW Bridge Road in Stuart.
The Ranch PUD Zoning Agreement was approved in April 2024. The Phase 1 Final Site Plan is consistent with the Revised Master Site Plan and Revised Phasing Plan approved as part of the First PUD Amendment in October 2024.
The development of Phase 1 includes agricultural activities, two 18-hole golf courses, short course, clubhouse, cart barns, operations/maintenance facility, range building, training facility, seven golf cottages, and associated infrastructure. One internal roadway connection to SW Bridge Road and one internal roadway connection to SW Kanner Highway are proposed as part of Phase 1. Phase 1 also includes a Preserve Area Management Plan (PAMP) for 196.4 acres of wetlands and 121.62 acres of wetland buffers/upland preserve.
Pursuant to Article 10, Table 10.5.F.9, Martin County Land Development Regulations, review of this application is not required by the Local Planning Agency (LPA).

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision that is based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Phase 1 Final Site Plan for The Ranch PUD, including the Preserve Area Management Plan.
