BACKGROUND/RELATED STRATEGIC GOAL:
This is a request by Corporate Property Services, Inc., on behalf of Extra Space Storage, for a Revised Major Final Site Plan to construct a two-story, 31,557-square-foot (63,114-square-feet total gross floor area) self-storage facility and associated infrastructure on approximately 2.51 acres, currently utilized for outdoor storage space. The subject property is located just west of the Cedar Pointe Plaza at 1990 NW Federal Highway in Stuart. Included is a request for a Certificate of Public Facilities Reservation.
The proposed two-story facility is to be an addition to the existing one and two-story storage facility. The entire facility is located on Lot 4 of the Vista Commons Plat, recorded in 1999.
The applicant is proposing alternative compliance from the primary façade transparency/fenestration provision of Division 20, Commercial, Multifamily, and Industrial Design, Article 4, Land Development Regulations, Martin County Code.
Included on the site plan is a 1.40-acre common area (Parcel A), dedicated to the Vista Commons Owners Association. This parcel contains 9,318 sq. ft. of delineated wetland, as outlined in a previously approved Preserve Area Management Plan (PAMP). No changes are proposed to the PAMP. Exotic vegetation removal will be conducted within the preserve area in accordance with the existing PAMP and shall be completed prior to issuance of the first certificate of occupancy.
The future land use designation for the subject property is Commercial General, with a GC General Commercial zoning district. Access to the property is proposed from one location on NW Federal Hwy. The property is abutting a church located on medium-density land use to the south, and to the west, Parcel A common area dedicated to the Vista Commons Owners Association.
This matter is to be heard by the Local Planning Agency on March 19, 2026. The LPA’s recommendation will be forwarded to the Board.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi -judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Final Site Plan and approve the Preserve Area Management Plan for the Extra Space Storage project.
