This is a request for plat approval for Newfield Crossroads Phase 1A-1. The plat is to be consistent with the Newfield Crossroads Phase 1A-1 Final Site Plan which includes 36 residential lots, 2 civic areas, and associated infrastructure on an approximately 7.17-acre site. The subject site is a portion of the approximately 139-acre Crossroads Neighborhood Phase 1 Master Plan and is located northeast of SW Newfield Parkway (fka SW Citrus Boulevard), approximately 0.7 miles south of the C23 Canal, in Palm City. Included is a request for a Certificate of Public Facilities Exemption.

BACKGROUND/RELATED STRATEGIC GOAL:
The Crossroads Neighborhood received master plan approval on December 15, 2020. The master plan was revised on June 18, 2024. The Phase 1A Infrastructure Final Site Plan received approval on February 9, 2024. Newfield Crossroads Phase 1A-1 received final site plan approval on June 19, 2024. Phase 1A-1 contains 36 residential lots, 2 civic areas, and associated infrastructure on an approximately 7.17-acre site.
Phase 1A-1 is accessed from SW Newfield Parkway (fka SW Citrus Boulevard) and internal Newfield roadways, including SW Prairie Avenue, SW Farmer Drive, SW Creek Street, and SW Ann Street.
As a result of the review of the plat application, minor technical adjustments were required to the previously approved final site plan for the Phase 1A-1 project to achieve consistency with the plat in accordance with Section 10.5.F.6(e), Land Development Regulations, Martin County Code. The minor technical changes were approved on December 16, 2024.
Pursuant to Article 10 of the Martin County Land Development Regulations, review of this application by the Local Planning Agency was not required. Final action on this application is required by the Board of County Commissioners in a public meeting pursuant to Table 10.5.F.9, Land Development Regulations, Martin County Code.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi -judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.
RECOMMENDED ACTION:
RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board approve the Newfield Crossroads Phase 1A-1 Plat, including the Contract for Construction of Required Improvements and Infrastructure.
