BACKGROUND/RELATED STRATEGIC GOAL:

 

The Treasure Coast Medical Examiner serves all the counties withing the 19th Judicial Circuit. The counties within the 19th Judicial Circuit include Martin, St. Lucie, Indian River and Okeechobee Counties.  The Medical Examiners facility is past its useful life and will be replaced with a new facility on the Indian River State College campus.  There was significant discussion and coordination between the counties and our Treasure Coast State elected delegation beginning in 2020 regarding the new facility and how to equitably share the costs for construction and ongoing maintenance.  Our share of the costs is 22.42% and is based upon several factors related to each county’s autopsies.

In November 2022, Martin, St. Lucie, Indian River, and Okeechobee Counties approved an interlocal agreement for a proposed Medical Examiner facility. The interlocal agreement was also approved by the Medical Examiner for the 19th District and the District Board of Trustees of Indian River State College. The interlocal agreement was predicated on the Medical Examiner’s declared need for a new Medical Examiner office. A Medical Examiner’s Advisory Task Force that included representatives from the four (4) Counties was created to review the Medical Examiner’s request for a new facility. The Advisory Task Force reviewed the Medical Examiner’s request and determined to support the request. The interlocal agreement provides that St. Lucie County is designated to serve as the contract manager in the procurement process to design and construct the new facility. Pursuant to section 287.055, Florida Statutes, St Lucie County solicited proposals from architects to design and permit the new Medical Examiner Facility. JL2 Architects was the top-ranked firm by a committee that was comprised of representatives from all four (4) Counties. JL2 Architects has completed a Space Needs Analysis and is currently developing the final construction documents for the facility.

Martin County has accumulated the funding in reserves for its portion of this project over the years, following the initial notification of the facility's need. A Budget Transfer from General Fund Reserves is requested to remit these accumulated funds to proceed with the project upon award of the bid.
