The County and Union entered into Collective Bargaining Agreement effective October 1, 2023, through September 30, 2026. Article 28 of the agreement provides guidelines for specialty teams that provide emergency response for unique and specialize incidents. The County and the Union desire to pilot two additional specialty teams to evaluate the viability and the need for such teams

BACKGROUND/RELATED STRATEGIC GOAL:

The County and Union desire to amend Article 28 of the Agreement to include Section 28.05 - Pilot Operational Response Teams.

The County and Union believe it is in the best interest of the health, safety, and welfare of Martin County to amend the Agreement to explore the benefits of a Special Weapons and Tactics ("SWAT") Medic Team and a Maritime Response Team to include the following:

SECTION 28.05 PILOT OPERATIONAL RESPONSE TEAMS*
(a) SWAT Medic Team

Members must meet and maintain the following:

(i) Florida-certified Firefighter Paramedic.
(ii) Tactical Combat Casualty Care (TCCC) or equivalent tactical medicine certification.
(iii) Valid Florida Concealed Weapons Permit.
(iv) Must be able to respond to calls within 30 minutes of deployment. Firefighters residing within 30 minutes of Fire Rescue Headquarters preferred.
(v) Must be approved by the Fire Chief.
(vi) Final approval by the Martin County Sheriff's Office.
(vii) Members who are assigned to the Pilot SWAT Medic Team will not receive team pay; however, all members will be paid for team training and/or team deployment pursuant to the Fair Labor Standards Act.
