This is a request by Mattamy Palm Beach, LLC for an amendment to Article 11, Planned Mixed-Use Village, Land Development Regulations, Martin County Code. Article 11 is the Land development regulations that provide the development standards and review procedures consistent with the MUV, Mixed-Use Village Land Use. The Planned Mixed-Use Village is solely related to the Newfield (fka Pineland Prairie) project in Palm City.

BACKGROUND/RELATED STRATEGIC GOAL:

The Comprehensive Plan Text amendment creating the Mixed-Use Village Land Use (MUV) was approved on August 21 2018, through the adoption of Ordinance 1080. The MUV land use was applied to the approximate 3,411-acre parcel now known as the Newfield (fka Pineland Prairie) project through the adoption of Ordinance 1081 on the same date. The MUV Land Use outlines development parameters for the Newfield project and are not changing through the proposed land development regulations amendment.

The Development agreement for the Newfield project was approve on December 15, 2020. The agreement between the project founder, now Mattamy Palm Beach and the County ensures that level of services and infrastructure improvements will be made according to development timelines and benchmarks. The current proposal does not affect the development agreement.

The first master site plan in the Newfield project was approved on December 15, 2020 for the Crossroads Neighborhood. Final site plans have been approved according to the development procedures outlined in Division 7 of Article 11 and construction ...
