Board approval is requested for an Interlocal Agreement between the Martin County Board of County Commissioners (County) and the Town of Jupiter Island (Town). This Agreement will allow the County and Town to participate in a joint construction project for the East Fork Creek STA - Phase II project which includes the relocation of an 8" sewer main owned and maintained by the Town.

BACKGROUND/RELATED STRATEGIC GOAL:
1. Agreement drafted by: Martin County and the Town of Jupiter Island
2. Parties to the Agreement: Martin County and the Town of Jupiter Island
3. Purpose of the Agreement: To allow a joint construction project funded by the County and the Town within the East Fork Creek STA - Phase II project to construct a a new stormwater treatment area and relocate an existing 8" sewer main owned and maintained by the Town.
4. This is a new Interlocal Agreement.
5. Duration: Until project completion.
6. Benefits to the County: This project will include the construction of a 700-foot-long Stormwater Treatment Area and a 1500-foot-long lake within an unopened right-of-way and Florida Department of Transportation (FDOT) Lateral Ditch to provide treatment. The primary objective of the project is to reduce nutrient loads of Total Phosphorus by an estimated 57%, Total Nitrogen by 28%, and Total Suspended Solids by 25% to the St. Lucie Estuary, and to assist the County in meeting the Total Maximum Daily Load (TMDL) requirements.
