HPB - HISTORIC ARCHITECTURAL SURVEY UPDATE

end

EXECUTIVE SUMMARY:

executive summary

At the request of the Historic Preservation Board, staff obtained an updated cost estimate to refresh Martin County’s Historic Architectural Survey, originally completed in 1997. Historic Property Associates, Inc. prepared a proposal outlining the scope, cost, and schedule to complete the update.

The proposed work includes updating 527 existing survey forms with GIS integration, revising the Martin County Survey Report with an emphasis on communities outside the City of Stuart, and conducting a reconnaissance-level survey to identify additional historic resources constructed after 1947 for potential inclusion in a future Phase II survey. The total estimated cost for this effort is $100,000, with an anticipated project timeline of approximately 10 months.

Martin County has $50,000 currently allocated toward updating the Historic Architectural Survey. Staff anticipates pursuing supplemental funding through the Florida Division of Historical Resources’ FY2028 Small Matching Grants program to support completion of the project. Based on the prior grant cycle, solicitations are expected to open in April; however, staff is awaiting confirmation from Florida Division of Historical Resources staff.

Historic Property Associates, Inc. is available to schedule a Zoom meeting with Board members to review the proposal and answer questions, if desired.

This item is presented for Board discussion and direction regarding project scope, funding strategy, and next steps.
