BACKGROUND/RELATED STRATEGIC GOAL:

Section 255.065, Florida Statutes, provides a statutory process for the County to receive unsolicited proposals or to solicit proposals for qualifying projects and enter public-private partnerships. The proposed amendment to the Purchasing Manual streamlines the process for soliciting public private partnerships and clarifiers the process for engaging in public bidding for unsolicited public-private partnerships. Additionally, the amendment allows the County to enter a public-private partnership without engaging in public bidding pursuant to Florida law. Additionally, under Section 255.065, Florida Statutes, local governments are authorized to establish an application fee for unsolicited P3 proposals. This resolution amends the application fee for unsolicited P3 proposals to $25,000. This resolution provides a clear and equitable fee structure that allows the County to recover the costs associated with reviewing such proposals. The goal is to facilitate the development of critical infrastructure while ensuring that public funds are used efficiently.
