This is a request to initiate a Future Land Use Map (FLUM) amendment of the Martin County Comprehensive Growth Management Plan (CGMP) for a County-owned property containing ±57.44 acres (subject property). The subject property is generally located at the northeast corner of SW 84th Avenue and SW Busch Street. A location map is included in the draft Resolution for this item.

BACKGROUND/RELATED STRATEGIC GOAL:

On September 27, 2002, Martin County acquired the subject property, which has since been utilized as the Sheriff’s Department shooting range and training facility. On August 22, 2017, the Board of County Commissioners approved Ordinance 1032, which added the subject property to the list of approved developments outside of the Primary Urban Service District to be provided with public water/sewer.

A proposed site plan, which includes planned construction of right-of-way through the subject property, is currently in review. The area planned to be dedicated as right-of-way will be excluded from the acreage subject to this FLUM amendment and concurrent rezoning.

Policy 4.13A.11.(3), CGMP, Martin County Code, requires County-owned properties for General Institutional uses to be reclassified to the Institutional-General land use designation. To facilitate the anticipated development of the subject property for institutional use, the County proposes to initiate an amendment to the FLUM of the CGMP, together with a concurrent rezoning, in compliance with plan policy.
