EXECUTIVE SUMMARY:

On June 12, 2018 during the City, County, School Board joint meeting the School Board, City and County agreed to notify the Florida legislature and Governor of their support for legislative solutions for the Martin County School District's Capital Needs and Operating Needs. The School District prepared and approved Resolutions 18-003 and 18-004 on June 19, 2018. The City of Stuart approved the Resolutions on July 23, 2018. Board approval is requested for both Resolutions.

BACKGROUND/RELATED STRATEGIC GOAL:

The County received the attached Resolutions 18-003 and 18-004 supporting Martin County School District Capital Needs and School District Operating Needs on August 13, 2018. Resolution 18-003 sets forth both statewide and Martin County findings concerning Martin County School District's Capital Needs. The resolution endorses and supports the following solution for action by our Governor and Legislature:

"Allow local School Boards the option to double the Discretionary Local Effort to 1.496 mills for capital funding."

Resolution 18-004 sets forth both statewide and Martin County findings concerning Martin County School District's Operating Needs. The resolution endorses and supports the following solution for action by our Governor and Legislature:

"Fully fund any new mandates without transferring Base Student Allocation or Discretionary Local Effort. Allow local School Boards the option to double the Discretionary Local Effort to 1.49...
