The increase would be consistent with the Teamsters Collective Bargaining Agreement and would prevent having multiple PTO schedules to administer.

BACKGROUND/RELATED STRATEGIC GOAL:

Section 1.01 of the Human Resources Manual grants the County Administrator with authority to make policy revisions with exception to policies that have significant financial impact.

On August 14, 2018, the Board approved a 3-year Collective Bargaining Agreement for Teamsters employees covered by the union. The 3-year agreement included a PTO accrual increase for employees that have been employed for less than 2 years. The accrual increased from 4.61 hours biweekly to 5 hours biweekly.

With Board approval, the County would maintain a consistent PTO accrual schedule for both Non-Bargaining employees and the Teamsters Employees while reducing the complexity of administering multiple PTO schedules.

There are currently 90 employees that are covered by the Human Resources Manual that would receive an increase to their PTO accruals.

ISSUES:

Increasing the PTO accrual for Non-Bargaining employees would maintain consistency with the employees covered by the Teamsters unit and reduce the complexity of administering multiple PTO schedules.

RECOMMENDATION
Move that the Board approve the revised PTO accrual schedule in the Human Resources Manual for employees with less than 2-years of service effective October 1, 2018.
