BACKGROUND/RELATED STRATEGIC GOAL:
In January 2017, after being prioritized by the Martin Metropolitan Planning Organization, the Florida Department of Transportation (FDOT) began its study of and design for the widening of SR-714 (SW Martin Highway) from SW Citrus Boulevard to SW Martin Downs Boulevard. During the study phase, the FDOT agreed to realign SW Leighton Farm Avenue further west to align with SW Deggeller Court.
As part of the final design and right-of-way acquisition, the FDOT has requested the County provide a deed for right-of-way necessary to widen SR-714 (SW Martin Highway) (depicted as Parcel 104 on the attached Right-of-way Map). The FDOT has also requested the County convey a Perpetual Easement necessary for the maintenance of the backslope of the widened SR-714 (SW Martin Highway) and the realigned SW Leighton Farm Avenue (depicted as Parcel 804 on the attached Right-of-way Map).
Sec. 139.31 and 139.32, General Ordinances, Martin County Code require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by resolution by the Board of County Commissioners of Martin County.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board: adopt a Resolution that transfers right-of-way via County Deed to the Florida Department of Transportation (FDOT) necessary to widen SR-714 (SW Martin Highway) and conveys a Permanent Easement to the FDOT necessary for the maintenance of the backslope of the widened SR-714 (SW Martin Highway) and the realigned SW Leighton Farm Avenue; and authorize the Chairman to execute the County Deed and the Perpetual Easement on its behalf.
