During the recent Compliance Audit by Florida Housing Finance Corporation, Martin County was advised to update the 2014 -2017 and 2017-2020 LHAPs to include the granted Project Delivery cost as part of the maximum award amount in each Housing Strategy instead of listing it separately as part of the overall SHIP Program. The Affordable Housing Advisory Committee (AHAC) met on January 9th, reviewed and approved the recommended changes.

BACKGROUND/RELATED STRATEGIC GOAL:

Martin County had a SHIP Compliance Audit review by Florida Housing Finance Corporation. During the audit, Robin Fowler, SHIP Compliance Administrator, advised that the maximum award amount which is part of each Housing Strategy must also include the Project Delivery Costs. Project Delivery Costs include consultant fees for application review assistance, recording fees, lead based paint testing, and initial and weekly project inspections during repairs. Project Delivery Costs are considered a grant, not part of the lien against the property, and are typically between Eight Hundred Dollars ($800) and Five Thousand Dollars ($5,000). To achieve compliance the LHAP has been amended by increasing the maximum award amount for each Housing Strategy by Five Thousand Dollars ($5,000.00) and specifically stating that amount includes granted Project Delivery Costs.
