BACKGROUND/RELATED STRATEGIC GOAL:

 

Section 87.114 “Emergency Medical Services Advisory Council” General Ordinances, Martin County Code, provides, “There is hereby created the Martin County Emergency Medical Services Advisory Council.  The Council may make recommendations regarding delivery of Emergency Medical Services in Martin County to the Board of County Commissioners.  The meetings, powers and duties and membership of such council shall be provided for by resolution of the Board of County Commissioners.”

 

The membership shall consist of the following and may designate an alternate: a representative from the Fire Rescue Department, the Martin County Medical Director, a representative from Emergency Room Physicians on staff at a Martin County hospital, a representative from the Indian River Community College EMT/Paramedic program, a representative from the Martin County Sheriff's Office, a representative of the following municipalities: City of Stuart, Town of Jupiter Island, Town of Sewall's Point, and a lay-person (non-emergency transportation) representative to be appointed by the Board of County Commissioners. Representatives of the following entities may serve as Ex-Officio members without a vote on the Council: Florida Highway Patrol, Martin County Health Department, any emergency service providers holding a Martin County certificate of public convenience and necessity, a representative from the Martin County Chapter of the American Red Cross, a representative from a Skilled Nursing Facility located in Martin County

 

Attached are documents that established the Emergency Medical Services Advisory Committee.

 

Also attached are the agencies representatives’ applications.

 

The Administration staff will advise all the members of their appointment which will include Sunshine Law information.

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is primarily a matter of Board policy.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board confirm the appointments of the following to the Emergency Medical Services Advisory Council for a two-year term to begin February 26, 2019 and end February 25, 2021 and authorize the Chairman to sign the Resolution of Appointment.

 

Fire Rescue Department - William Schobel & Kevin Herndon and Heather Crary - alternates

Martin County Medical Director - Michael Ferraro

Emergency Room Physicians - Brett Clarke

Indian River Community College EMT/Paramedic Program - James Dinsch

Martin County Sheriff’s Office - John Perez

City of Stuart - Chief Vincent Felicione & Jonathan Huneycutt - alternate

Town of Jupiter Island - Robert Garlo

Town of Sewall’s Point - Tina Ciechanowski
