BACKGROUND/RELATED STRATEGIC GOAL:

 

This is an Additional Item because the next Committee meeting is scheduled for March 7, 2019.

 

The Agriculture and Natural Resources Advisory Committee was established on November 24, 2015 and shall have the duty and responsibility to advise the Board of County Commissioners in matters affecting agriculture and natural resources throughout the County, as appropriate. Additionally, the Committee shall prepare an annual report to the Board of County Commissioners, including an update on recent trends in local agriculture and natural resources and a summary of the Committee’s activities.

 

The Agriculture and Natural Resources Advisory Committee shall be comprised of ten-member entities, each of which shall appoint a representative and a designated alternate to be confirmed by the Board of County Commissioners.

 

The membership is as follows:

Treasure Coast Chapter of the Florida Nursery, Growers, and Landscape Association

Martin County Farm Bureau

Florida Cattleman’s Association, Martin County

Localecopia

Port Salerno Commercial Fishing Dock Authority

FAU Dupuis Center for Environmental Studies

Audubon of Martin County

Florida Oceanographic Society

Indian River Lagoon National Estuary Program

Martin County Chapter of the Florida Native Plant Society

 

If any of the above groups cease to exist or cannot contribute representatives, the Board of County Commissioners shall make such appointments as it determines to be appropriate.  The terms of office shall be staggered where five members of the Committee shall be appointed for a three-year term and four members shall be appointed for a two-year term. Thereafter, terms shall be three-year terms.  Members may be reappointed for two consecutive renewal terms.  NOTE:  This provision will not be a factor until March 2021 unlike two other committees that have limited terms (Library Board of Trustees and Parks and Recreation Advisory Board).

 

On June 18, 2013, the Board directed staff to present applications for all advisory board appointments when members are appointed by the Commission or by agencies. The applications for representatives to be appointed as part of this item have been attached.

 

On January 5, 2018, the Liaison was asked to contact the agencies whose members’ terms would expire on March 7, 2019 to determine who they want appointed/reappointed to the Agriculture and Natural Resources Advisory Committee.

The Administration Staff will advise all the applicants of the Commission’s decision which includes Sunshine Law information.  A Chair letter and Certificate of Appreciation will be mailed to Mr. Hartman thanking him for his service.  The Chairman will sign the letter and certificate.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board confirm the appointments as listed under Background to the Agriculture and Natural Resources Advisory Committee for three-year terms to begin March 8, 2019 and end March 7, 2022 and authorize the Chairman to sign the Resolution of Appointment and letter/certificate.
