Martin County Ecosystem and Restoration Management (ERM) Division is proposing to amend the Kiplinger Preserve and Bob Graham Beach Addition, Florida Community Trust Grant Award Agreement (FCTGAA). This action will occur with the development of new management plans for these two sites, which the Florida Community Trust (FCT) Planner will approve. These amendments will provide additional recreational opportunities while maintaining critical habitat on our conservation lands. With the proposed amendments, the grant award obligations will be met and will fulfill the FCTGAA requirements.

BACKGROUND/RELATED STRATEGIC GOAL:
In January of 2019, Martin County ERM Division presented several proposals to the Florida Community Trust for amendment to the grant award agreements. Two of the Florida Community Trust (FCT) properties, Kiplinger Preserve and Bob Graham Beach Addition, were identified and discussed with reference to the existing grant award obligations.
Kiplinger Preserve has one outstanding grant award obligation to the FCTGAA, which is to develop a wildlife hospital and an adjacent caretaker facility onsite. The ERM Division proposed to substitute this obligation with a new proposal to provide a larger parking lot, construction of a pavilion, and an additional kayak launch. After some discussion, it was determined that this change to the FCTGAA would not only provide a better recreational benefit to the community, but it would also preserve the critical habitat that remains on the Kiplinger Preserve.
The Bob Graham Beach Addition is composed of critical beach dune coastal strand and tidal swamp habitat. The original FCTGAA required the development of the site, including the construction of a parking area, a canoe/kayak launch, an outdoor shower and dune crossovers. It was proposed that, due to the environmental impacts that would occur from such development, an adjustment to the FCT boundary would include adjacent Martin County conservations lands that already have those improvements. These sites include Beachwalk Pasley, Joe’s River Park, and Bob Graham Beach. The integrated site would be managed as one complex using existing infrastructure for FCTGAA compliance and fulfilling its requirements.
Both Kiplinger Preserve and Bob Graham Beach Addition will require a new management plan that will be submitted and reviewed by the Florida Community Trusts Project Planner. These management plans will act as a guidance document for any future development and resource management activities.

RECOMMENDATION
Move that the Board approve developing new management plans for Kiplinger Preserve and Bob Graham Beach Addition that include the proposed amendments.
Revised Grant Award Agreements will be brought to the Board after the revised management plans have been approved by FCT.
