BACKGROUND/RELATED STRATEGIC GOAL:
Mr. Richard Zurich, the current Chair of the Rio Neighborhood Advisory Committee (NAC), the Community Redevelopment Agency and the Public Art Site Selection Committee will be stepping down from those positions as he is moving out of the CRA area of Rio and will, therefore, no longer be eligible to serve on the above referenced bodies. Per previous Board direction, Administration Staff sent Mr. Zurich a framed Certificate of Appreciation and letter thanking him for serving which were signed by Chairman Ciampi.
Sec. 39.2, General Ordinances, Martin County Code (the Code) sets forth the procedures for appointment of members to the CRA. Sec. 39.2.E. of the Code states the term of each member shall be determined at the time of their appointment, after the initial appointments, terms are for four years.
The Board of County Commissioners appointed the current members of the CRA in December 2016. As stated in Sec. 39.2D. of the Code, one of the qualifications to be a CRA member is that the person must “have served as Chair of the Neighborhood Advisory Committee.” Our records show several potential appointees that meet this criterion: James LoPilato, Julie Preast and Douglas Ashley. They have all been contacted by the Office of Community Development and all have chosen not to pursue an appointment at this time. A new Chair of the Rio NAC, Michael Readling has been chosen by that Committee. Therefore, the Board is asked to appoint Michael Readling, the new Chair of the Rio NAC to the Community Redevelopment Agency for a term to begin April 23, 2019 and end December 31, 2020. As a member of the Community Redevelopment Agency, he would also serve a concurrent term on the Public Art Site Selection Committee.
Sec. 39.2.F. of the Code states that the Board of County Commissioners shall designate from among the members of the CRA, a Chair and Vice Chair. The current CRA members are as follows:

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board adopt the Resolution appointing Michael Readling to serve on the Community Redevelopment Agency as the Rio representative with a term to begin April 23, 2019 and end December 31, 2020; and authorize the Chairman to sign the Resolution of Appointment.
Move that the Board appoint a CRA Chair and Vice Chair and, if appointing the current Vice Chair as Chair, also appoint a Vice Chair.
